Literacy and Learning for California’s Classrooms is a California-approved literacy professional development program that helps TK–5 educators put comprehensive, evidence-based literacy instruction into practice.
SEAL integrates foundational literacy skills, oral language, vocabulary, comprehension, writing, knowledge building, assessment, and Integrated and Designated ELD, with dedicated English-medium and dual language pathways. The result is comprehensive literacy and language development designed for California’s multilingual classrooms.

Choose an English-Medium or Dual Language pathway focused on foundational skills, with specialized attention to biliteracy and cross-language transfer in dual language settings.
Module 4: Integrated & Designated English Language Development
Connect literacy and language development throughout the instructional day.
Yes. California has allocated $200 million for literacy professional development for TK–5 educators. Local educational agencies will receive funding based on the number of eligible certificated and classified staff they employ, and these funds may be used for approved Literacy Professional Development Programs, including SEAL’s Literacy and Learning for California’s Classrooms.
