Strengthening Literacy in California’s Classrooms
Literacy and Learning for California’s Classrooms is a California Department of Education-approved Literacy Professional Development Program that prepares TK–5 educators to deliver comprehensive, evidence-based literacy instruction.
The series brings together explicit and systematic foundational skills, oral language, vocabulary, comprehension, writing, knowledge building, English Language Development, assessment, and support for students with reading difficulties, including dyslexia.

Module 2: Language-Based Literacy Skills

Choose an English-Medium or Dual Language pathway focused on foundational skills, with specialized attention to biliteracy and cross-language transfer in dual language settings.

SEAL’s professional learning is developed and delivered by educators and experts with extensive experience translating research into effective classroom practice for multilingual learners.
Yes. California has allocated $200 million for literacy professional development for TK–5 educators. Local educational agencies will receive funding based on the number of eligible certificated and classified staff they employ, and these funds may be used for approved Literacy Professional Development Programs, including SEAL’s Literacy and Learning for California’s Classrooms.
